Vinh's Mission Statement

Born to ethnically Chinese parents who immigrated from Vietnam, Vinh grew up in Monterey Park where his family built a life through hard work and perseverance. Vinh followed his parent’s example of hard work, delivering newspapers and bussing restaurant tables as his first jobs. He attended Monterey Vista Elementary, Garvey Intermediate School, and Mark Keppel High School before earning degrees in Accounting and Real Estate Finance from the University of Southern California.  

After graduating from USC, Vinh joined Bank of America in 1996 and built a distinguished career in commercial real estate banking. Today, he serves as a Managing Director and Risk Executive overseeing a commercial real estate portfolio spanning from Chicago to the West

Coast. Throughout his career, he has also mentored countless emerging leaders and helped strengthen professional development and community engagement throughout the organization.

While building his career, Vinh remained deeply involved in Monterey Park. He served on the Garvey School District Board from 2017 to 2022, including two terms as Board President, and continues to serve as President of the Garvey Education Foundation, supporting programs that benefit local students and teachers. He is also Chair Emeritus of the Chinatown Service Center, one of Southern California's leading nonprofit organizations providing health care and social services to low-income families, seniors, and immigrants.

In 2022, Vinh was elected to the Monterey Park City Council and later served as Mayor. As a Councilmember, he has focused on responsible budgeting, strengthening public safety, investing in infrastructure, supporting local businesses, and improving city services. Under his leadership, Monterey Park has delivered balanced budgets while making significant investments in streets, parks, and public safety.

Vinh's commitment to service extends beyond elected office. Since 2008, he has volunteered more than 500 hours each year, earning the President's Volunteer Service Award annually. His service has also been recognized with Bank of America's Global Diversity & Inclusion Award and the Golden Apple Award for volunteer leadership in education.

Vinh is proud to have raised his two children in Monterey Park, where they attended Garvey schools and graduated from Mark Keppel High School. For Vinh, public service is about protecting Monterey Park's quality of life while ensuring the next generation has the same

opportunities his family found here.
